CT Paid Leave Law and Policies

Read the law that established the Paid Family and Medical Leave Insurance Authority and the CT Paid Leave program.

The documents below govern the CT Paid Leave Authority and explain the various policies by which the Authority operates (as a quasi-public agency, the Authority's policies are equivalent to regulations of state agencies).

Consolidated Policies

The CT Paid Leave Authority is proposing the following revisions to its Consolidated Policies. The revisions are being made in order to implement the modifications to the program found in Sections 234-237 of Public Act 25-174, providing paid leave coverage for employees of Public School Operators and non-public elementary/secondary schools who are in positions that do not require certification under Chapter 166 of the CT General Statutes. Among the changes is a provision for an alternate calculation of paid leave eligibility and benefits for employees who work only during the school year, but who have the option to receive their wages on different schedules.

The public is welcome to make comments about the revisions. To submit comments regarding the revised Consolidated Policies, please email the comments to michael.cisar@ct.gov. All written comments must be submitted by the end of the day on August 22, 2025. Please include "Revised Consolidated Policies" in the subject line.
